Blondel-Rey law

A law used to assess the apparent point brilliance B of a flashing light: B=B 0 [f / (a+f)], where B 0 is the point brilliance during the flash, f is the duration of the flash in seconds and a is constant of value about 0.2 s, and B is near the threshhold value for white light. The law holds for flashing frequencies less than 5 Hz.
